35(b)The quorum for the appeal procedure consists of the Chairperson and two (2) members of USDAC (excluding the Secretary).(c) No member of the USDC is permitted to be a member of USDAC.(d) Observers during the disciplinary hearing may be called to testify if there are complaints about the conduct of the proceedings.65. FILING AN APPEAL AND SUSPENSION OF PUNISHMENT(a) A student may submit a written appeal, clearly stating the grounds for the appeal, to the Chairperson of USDAC within seven (7) working days from the date of the letter issued by the USDC.(b) If the student files an appeal, the decision and enforcement of the USDC's punishment will not take effect until the USDAC announces its decision.66. APPEAL REJECTEDIf the appeal is not submitted within seven (7) working days from the date the letter is issued by the USDC, the punishment determined by the USDC will take effect.67. ACTIONS ON APPEALAfter considering the grounds of the appeal, USDAC may take any of the following actions:(a) Impose a heavier punishment;(b) Reject the appeal and uphold the USDC's decision;(c) Reduce the punishment;(d) Revoke the punishment.68. ATTENDANCE OF APPELLANTUSDAC may proceed with the appeal process with or without the presence of the student making the appeal.69.
